CITY COUNCIL VOTES (7-2) AGAINST REFERRING THE ORDINANCE MERGING THE OFFICES OF CLERK AND TREASURER | PETITION SIGNATURES YET BEING COLLECTED

This video, approximately four minutes and fourteen seconds, is the city council's discussion and vote on whether the issue of merging the offices of City Clerk and City Treasurer into the office of City Clerk-Treasurer should be voted upon by the citizens of Helena-West Helena:

Now, as the petition drive continues, the other option for having the people to decide on this issue is to gather enough petition signatures (about 700) so as to require that an election be held on the question. Here's a link to the petition:


At this point, it is up to the citizens to decide the question. Action or inaction will cause the question to be answered. If enough signatures are gathered, then the election on this important question will be held on November 2, 2010. If there are not enough signatures gathered by May 6, 2010, then the offices will be merged in due course.

Just in time for the April 19 voter registration deadline, Arkansas Secretary of State Charlie Daniels has announced the launch of an innovative mobile application geared at increasing voter participation and awareness. The application is the first of its kind in the U.S. and will allow Arkansans to verify their voter registration information, district, and polling location with the convenience of a smartphone. The new application is available on all smartphone platforms and may be accessed through the Secretary of State's mobile website at www.sos.ar.gov/m.
 
"I am proud to offer this exciting new voter service to Arkansans," Secretary Daniels said. "I think most people would be glad to find out sooner rather than later if they are not on the voter rolls or if their address is not up-to-date. I encourage all Arkansans to make use of this new tool before the upcoming voter registration deadline on April 19."
 
The time is now to make sure you are registered to voteThe deadline is next Monday, April 19.  Remember, early voting starts on Monday, May 3.
 
Also in the news this week, Governor Mike Beebe announced Monday that North Little Rock-based L'Oreal USA and 100 of its employees will be the first to participate in a new energy efficiency pilot program. Under the Home Energy Loan Program, L'Oreal will receive a zero-interest loan to make industrial improvements that cut energy use and the company will, in turn, offer a revolving loan fund to help employees make similar improvements in their homes. I commend Governor Beebe and L'Oreal USA for their continued commitment to building a more energy efficient Arkansas.
 
I would like to recognize a special Democrat that is being honored for her extraordinary contributions in the world of business this week. Our beloved Karen Garcia, who has long served in Garland County and is the DPA's Treasurer, was inducted into the Henderson State University Business Hall of Fame. All of us at the DPA are grateful for the work Karen continues to do on behalf of Democrats and we congratulate her on this outstanding accomplishment.
 
Over the last few weeks, members of the DPA staff and I have made the rounds to many exceptional Democratic events across the state and with campaign season gaining momentum there are many more right around the corner. This week alone, there are Democratic events scheduled in Craighead, Hot Spring, Howard, Pike, and Newton Counties, just to name a few. The Young Democrats of Arkansas State Convention is also taking place this weekend. Next weekend, the Arkansas Federation of Democratic Women will gather in Blytheville for their annual convention. Next Friday, April 23, the University of Arkansas at Little Rock will host a debate between the three Democratic candidates for U.S. Senate. KATV anchorman Scott Inman will serve as moderator for the debate and Channel 7 will broadcast the event live in the Little Rock media market. Please follow the link for more information.

Voter Registration Deadline

For those of you without a smartphone to access the Secretary of State's mobile site, voter registration applications may also be completed in person at state revenue and county clerks' offices, public libraries, and public assistance agencies. A copy of the application is also available on the Secretary of State's one-stop website for voting and election information: www.VoteNaturally.org. The time is now to make sure you are registered to vote.
 
Remember, the deadline to register to vote is Monday, April 19 and early voting for the May 18 Preferential Primary begins on Monday, May 3.
YD State Convention
 
The 2010 Young Democrats of Arkansas State Convention is this weekend. This year's convention begins Friday, April 16 and continues through the day on Saturday in Little Rock.
 
The Young Democrats will be hosting a Convention Kick-off and Candidate Meet and Greet in the Pontchartrain Room of Cajun's Wharf in Little Rock on Friday, April 16 from 6:00 to 9:00 p.m.  The cost to attend this event is free for Young Democrats registered for State Convention and $10 for supporters of the Young Democrats of Arkansas. All candidates are welcome to attend and please contact Young Democrats of Arkansas Vice-President Amanda Richardson at amanda@ydarkansas.org with any questions.
 
Additionally, Arkansas Attorney General Dustin McDaniel and Democratic Party of Arkansas Chairman Todd Turner will address a special session of the Convention on Saturday morning, April 17 in the Old Supreme Court Room of the State Capitol. Other meetings throughout the day will be held at the DPA Headquarters, 1300 West Capitol Avenue.  Please check the upcoming Young Democrats Hotline and other YD online outreach for the full convention schedule for this great weekend.

AFDW State Convention
 
The 2010 Arkansas Federation of Democratic Women State Convention is just two weeks away. The convention will be held at the Holiday Inn in Blytheville on April 23 and 24. This year marks the first that the AFDW will be holding their convention in the First Congressional District and all members are encouraged to attend. There will be a luncheon with former Chairman of the Democratic National Committee Terry McAuliffe and a banquet honoring the service of Congressman Marion Berry.

Democratic U.S. Senate Debate
 
The University of Arkansas at Little Rock will be hosting a Democratic U.S. Senate debate on Friday, April 23. KATV Channel 7 announced this week that the station will offer live coverage of the debate, which will be held at University Theatre at 7:00 p.m. U.S. Senator Blanche Lincoln, Lieutenant Governor Bill Halter, and Little Rock businessman D.C. Morrison will take part in the debate.
 
Channel 7 will be joined in the telecast by the state's Northwest Arkansas ABC affiliate KHBS/KHOG in Fort Smith and Fayetteville. Furthering the event's reach, C-SPAN will feature the debate live and internet coverage of the debate will be streaming on the popular national political website POLITICO.com.
 
KATV anchorman Scott Inman will serve as moderator of the debate and he will be joined by a panel of journalists, including KHBS/KHOG anchorman Craig Cannon, KATV reporter Jessica Dean, and POLITICO reporter David Catanese.

Well, the Preservation Conference is almost here! Folks from all over Arkansas will begin arriving on Wednesday afternoon and will be here until Saturday afternoon. Make plans to come downtown Thursday evening and mingle with our guests. The shops will be open until 8p.m. and The Live Wire Band will be playing in the Kelly Courtyard from 6:30 - 8:30p.m. The weather will be great!

3 to stay on Benton panel despite role in secret votes

 — BENTON - Three members of Benton's Civil Service Commission kept their positions Monday despite taking part in secret votes in violation of the state's Freedom of Information Act.

The City Council voted 6-4 in favor of removal, falling just shy of the seven votes needed to remove Chairman Frank Baptist, Sheryl Childs and Sam Gipson.

They are volunteers on the five-member citizen panel that deals with police and fire personnel issues. Its most recent violation of the open-meeting provisions of the Freedom of Information Act was a December 2009 e-mail vote.

By that vote, members decided to throw out 13 questions on an exam to give Mark Mills a passing score, allowing him to be promoted to assistant fire chief.

Baptist, Childs and Gipson voted by e-mail. After the secret vote was discovered, the commission held an emergency meeting on Dec. 31 to conduct a public vote.

City Attorney Brent Houston reviewed the promotion and found it to be illegal. He also found a 2006 private vote Childs and Gipson took part in to change promotional procedures for firefighters.

Mayor Rick Holland took responsibility for the commissioners' ignorance of state laws, saying he failed to get them training.

When the council failed to remove the three from the commission, Alderman Brad Moore questioned what the city is doing to educate the commissioners.

"What procedures are you putting in place?" Moore asked the mayor. Holland said the city has asked the Arkansas Municipal League to provide some training.

In addition to Moore, aldermen Steve Lee, Joe Lee Richards, Greg White, Larry Wolf and Bill Donnor voted for removal. Aldermen Doug Stracener, David Sparks, Jerry Ponder and Charles Cunningham voted against it, giving varying reasons.

As for Mills' contested promotion, Houston said he considers it resolved. He said a document surfaced recently that showed Mills was promoted in 2007 without approval of the Civil Service Commission, meaning Mills holds the assistant chief spot but has no civil-service protection. Mills, unlike other firefighters, can be fired without cause and has no recourse through the commission, Houston said.

Mills also is acting as fire chief since Ben Blankenship retired at the end of the year. Mills is not among the applicants for the top job.

Mills has sued two aldermen over "emotional damage" from the promotion fallout, claiming Richards and Lee wanted him stripped of his rank or job over personal issues. The city hasn't yet responded to the suit.

Brings One Million Mentors Campaign To Helena-West Helena, Arkansas

72-City Bus Tour Delivers Message On Need for Local Mentors

Who: Nationally syndicated radio personality Michael Baisden, featured locally on
KCLT/KAKJ Delta Force 3.

What: The Michael Baisden Show will broadcast live from Helena-West Helena, Arkansas as part of The One Million Mentors Campaign, which is designed to encourage qualified adults to sign up as mentors. There are more than 14 million children in the United States in need of mentoring and Michael Baisden will be bringing his message of support to 72 cities during the next seven months with the Save Our Kids Bus Tour. In each market along the tour, local mentors will share their personal success stories of working with children in their community. Representatives from local mentoring programs, including Big Brothers Big Sisters, The National CARES Mentoring Movement and 100 Black Men will be available to register qualified adults for matching with area children on waiting lists for mentors.

In addition to driving registration for new mentors, Baisden will also be raising funding for mentoring programs across the tour markets by matching contributions from participants up to $350,000. The Michael Baisden Foundation, which is dedicated to providing educational support in communities, will then direct the funds toward local mentoring programs. 

The program is free and open to all ages. Any local 501(c)3 focused on mentoring is welcome to participate. *Members of the media will be asked to check in and provide credentials.

Cedar Chemical Site to Resume Some Active Use Soon

Kudos to Harcros Chemical and everybody involved on local, regional, state and national levels. Soon wood processing activity will take place there paying an average of $12.00 per hour.
